To be legal in CA any header has to have a C.A.R.B. (California Air Resources Board) tag on them. Header options are limited legally
http://www.jbaheaders.com/feature_pages/05Tacomanew.asp Then those have to be attached with correct C.A.R.B. approved catalytic converters that are installed. Our model in CA is supposed to have 4 catalytic converters as stock. I did it the legal way after there was a final approved catalytic converter that was not Toyota factory made (extremely expensive). I took it to a local SMOG shop and the guy plugged it in, turned it on for 15 minutes, and filled out the form and I was out the door. They are supposed to verify the cats have the correct serial numbers visually. This guy did not even bend down to look under if they were even present.
You may get lucky if you don't go the legal route like I would have (even though I did it the legal route) but you may get some problems at the shop. CA as a state is very strict on compliance. Some SMOG shops are not strict in their practices though.
I bought JBA shorty headers which are approved and had new cats welded on all 4 sections and was able to reuse the dual BORLA to single exhaust tip system.
I doubt URD would comply since I believe they do not offer a shorty version which would accommodate 2 sets of catalytic converters. I took the hit on this because I mistakenly bought the truck and not confirming the presence of a new SMOG cert which is supposed to be done by the seller unless they buyer works something out.
Good Luck. I do see that you have Hawaii as part of your nametag and I am not sure of 808 smog regulations.
