VA BCH, Need to borrow eom headlights

Went to 3 of them, last one just failed me for my headlights. Not tons of bs like the others!

Dwayne what so dif about ur headlights that u fail for them? In NJ they just passed a new inspection law last year. For 96 and newer all they do is plug into ur ODBII to check for codes and if none are found u pass. They can't even fail u if the wheels are falling off......which kinda scares me now that I think about it

Already sanded and fixed the outside of the headlights. I have bhlm with tinted lenses inside. That's what I keep getting failed on.
Think yardie has an extra set he is gonna let me borrow.
