Front end question

I am a recent owner of a 2009 XRunner. When I was looking to buy one, I noticed that the opening below the front grille in the bumper has a narrow opening and then there is a black plastic bar about 4-5 inches high below the opening. I see that some X Runners have this bar painted to match the bumper and some don't, even on the same model year. The red XRunner at the top of this website page has it painted. I would like to get some information on changing it from the black plastic to the color of my truck, Speedway Blue. Thanks for your time.

That piece is already painted... it's just covered by that black plastic piece.

Yup it's not painted. That's my truck at the top lol. Use the link bsp posted and you will have the same results
